The education reforms during communist times were a stark break with traditional education that was often religious and esoteric. These reforms were modeled on Soviet education systems and greatly expanded access to education for Mongolian citizens. Among the changes was a transition from the traditional Mongolian script, from 1941 to 1946, to the Cyrillic alphabet. Literacy was greatly expanded as most of the population enjoyed free primary school. However, the move to democracy and free markets in the 1990s has had some negative impacts on education in Mongolia, though these setbacks have been ameliorated some by an improving economy and policy reforms. Many adults benefit from the non-formal distance education programs sponsored by the government in conjunction with foreign NGOs. Today education in Mongolia is overseen by the Ministry of Education, Culture, and Science.</i></span></span><br /> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i>In June 2011, VSO Mongolia published a report on the education sector which looked at progress, challenges and future priorities given the current socio-economic changes in Mongolia.[1] The report, which was launched to commemorate IYV+10 (10th Anniversary of the International Year of Volunteers), showed that there were numerous opportunities presented by the high level of economic growth, which has brought more resources into the sector. However, it showed that as Mongolia emerges onto the world stage, the disparity between rich and poor could leave many marginalised when it comes to benefiting from education. The report argued that the Mongolian government has made an immense effort to develop the education sector at all levels since its transition to democracy with an admirable openness and willingness to progress towards its further development. This was particularly noted in accommodating for Mongolia's unique country characteristics such as the nomadic lifestyle, low population density in remote areas, and striving towards meeting international standards.<br /><br />The report also showed that Mongolian people have always valued education over other attributes and have habitually made it their priority to educate their children. Due to these efforts, the findings showed that overall the parents were satisfied with their children’s progress at school. However, there were still many challenges that remain to be tackled. The findings also showed that amongst all stakeholders, there was an overwhelming majority who gave a negative response when asked about the performance of the sector at present; this was in the quality of education (68%), access to education (83%), and the inclusiveness of the system for disadvantaged groups (76%).In concluding what VSO Mongolia achieved in its education programme over the last 20 years, the report showed that international volunteers have and continue to make a significant impact in the development of the education sector. Stakeholders who took part in this research generally held a positive view of the role and influence of the international volunteers, with 67% of respondents regarding them as having played a crucial role in education. While just over half of respondents had experience of working with international volunteers, 94% of respondents were willing to work with them in the future. At this stage in Mongolia’s development, the relevance and impact of international volunteering was highlighted when addressing these challenges and future priorities in taking the education sector forward to achieve its ultimate goal of "Education for All."</i></span></span><br /> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i><br /></i></span></span> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i>Mongolia has an extensive, state-financed pre-school education system. There are over 700 state and private kindergartens (name for day care). During socialist times, every sum had at least one nursery school and a kindergarten. Currently there are only kindergartens that enroll children over the age of 3. In Ulaanbaatar, there are some privately run nursery schools and kindergartens; many offer language training, for example, Russian.The system for lower-level education in Mongolia has been similar to the one used during communist times, though the government has begun reforms to expand it The original system included four years of compulsory schooling followed by a further four years of compulsory lower-secondary education. There were then two years of upper-secondary non-compulsory education that either have a vocational, technical, or general education focus. The expansion began in 2004 with the official school entry age dropping from age 8 to 7. A further expansion was set to take place in 2008 with the entry grade-level dropping one more year to age 6. The goal is to have a 12-year 6-4-2 system for primary and secondary education.As of 2003 there were 688 primary and secondary schools with about 528,000 students and 20,725 teachers. There were 32 vocational and technical training centers with 20,000 students and over 800 teachers.</i></span></span><br /> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i><br /></i></span></span> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i>As in many post-socialist countries, Mongolia's school system, previously based on the ten-year school, has been shifting towards eleven years of education. The official school entrance age was lowered to six starting in 2008. Compulsory education is eight years. The school year begins on 1 September.<br /><br />Schools in sum centers usually have boarding schools for pupils from the countryside. Many of these sum schools only go to the eighth grade. Pupils who want to complete secondary school have to attend schools in the aimag centers.<br /><br />In Ulaanbaatar and cities like Erdenet there are private schools, though of mixed quality. Ulaanbaatar also has some foreign-language themed public schools, for example for Russian, Chinese, Turkish, English, and German.<br /><br />According to the ranking of Mongolia's high schools based on university entrance exam results, nine out of ten schools were private (with tuition), while three were Turkish schools. In Ulaanbaatar, there are several private secondary schools that have instruction in English and Mongolian, and just a few that have English-only instruction.</i></span></span><br /> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i><br /></i></span></span> <span style="font-size: x-small;"><span style="font-family: Times,"Times New Roman",serif;"><i>Higher education in Mongolia came with the communist revolution in the early 20th century and was based on a Soviet model. Since its inception the higher education system has seen significant growth to this day. As of 2003 there were 178 colleges and universities, though only 48 of those were public. However, there were 98,031 students at the public universities compared to 31,197 private students, indicating the continued importance of publicly funded higher education in Mongolia. Under communist rule all higher education was provided free of charge. Since the early 90s, fees have been introduced, though the government offers grants and scholarships. The quality of education in the privately owned institutions is usually perceived as inferior.[citation needed]<br /><br />There are many universities in Mongolia. The most prominent one is the National University of Mongolia in Ulaanbaatar, which was founded in 1942 (as Choybalsan University) with three departments: education, medicine, and veterinary medicine. The faculty was Russian, as was the language of instruction. In 1983 the university's engineering institute and Russian-language teacher training institute became separate establishments, called the Polytechnic Institute and the Institute of Russian Language, respectively. The Polytechnic Institute, with 5,000 students, concentrated on engineering and mining. Mongolian State University, with about 4,000 students, taught pure science and mathematics, social science, economics, and philology. More than 90 percent of the faculty were Mongolian; teachers also came from the Soviet Union, Eastern Europe, France, and Britain. Much instruction was in Russian, reflecting the lack of Mongol-language texts in advanced and specialized fields.<br /><br />Besides Mongolian State University there were seven other institutions of higher learning: the Institute of Medicine, the Institute of Agriculture, the Institute of Economics, the State Pedagogical Institute, the Polytechnic Institute, the Institute of Russian Language, and the Institute of Physical Culture. In the summer, all students had a work semester, in which they helped with the harvest, formed "shock work" teams for construction projects, or went to work in the Soviet Union or another Com-econ country. In early 1989, the education authorities announced that third-year and fourth-year engineering students would be told which enterprise they would be assigned to after graduation, so that their training could be focused with practical ends in mind.</i></span></span>

Hatfield Technical College opened with 1,738 students in September 1952 and in December officially opened by the Duke of Edinburgh. It was the first large technical college to be constructed in England after the war. In the same year Hatfield Polytechnic took over Balls Park. By 1977 more than ten per cent of the 4000 came from more than forty different countries. The Students’ Union Social Centre opened in 1977.<br /><br />In 1982 Dr John Illston succeeded Sir Norman Lindop as the director. A sports hall was built on the Hatfield Campus in 1984 and the number of students in that year was more than 5000. The following year, Sir Ron Dearing and Professor Buxton signed an agreement that gave the polytechnic accreditation from the Council for National Academic Awards. Hatfield was one of only 21 polytechnics, colleges and Scottish Central institutions to be accredited at the time. Hatfield was also, in that year, one of eight polytechnics accredited for research degrees. In 1989 it was given corporate status.<br /><br />After John Major announced in 1991 that polytechnics were to be abolished, Hatfield Polytechnic announced its intention to apply for university status. In 1992 it became the University of Hertfordshire and Sir Brian Corby became the first Chancellor.[16] It was the first university to run a bus company by making Uno bus public. The gymnastics teams have won four national championships since 2002 and its football program has the best winning percentage of any Division I-FBS team since the introduction of the AP Poll in 1936,playing in four BCS national championship games since the inception of the BCS system in 1998.With the support of Governor George Washington Steele, on December 18, 1890[citation needed] the Oklahoma Territorial legislature established three universities: the state university in Norman, the agricultural and mechanical college in Stillwater (later renamed Oklahoma State University) and a normal school in Edmond (later renamed University of Central Oklahoma).Oklahoma's admission into the union in 1907 led to the renaming of the Norman Territorial University as the University of Oklahoma. Norman residents donated 407 acres (1.6 km2) of land for the university 0.5 miles (0.8 km) south of the Norman railroad depot. The university's first president ordered the planting of numerous trees before the construction of the first campus building because he "could not visualize a treeless university seat."[15] Landscaping remains important to the university.<br /><br />The university's first president, David Ross Boyd, arrived in Norman in August 1892 and the first students enrolled that year. The university established a School of Pharmacy in 1893 because of high demand for pharmacists in the territory. Three years later, the university awarded its first degree to a pharmaceutical chemist.The "Rock Building" in downtown Norman held the initial classes until the university's first building opened on September 6, 1893.<br />Donald W. Reynolds Center for the Performing Arts, formerly Holmberg Hall, exemplifies the school's architectural style.<br /><br />On January 6, 1903, the university's only building burned down and destroyed many records of the early university. Construction began immediately on a new building, as several other towns hoped to capitalize by convincing the university to move. President Boyd and the faculty were not dismayed by the loss. Mathematics professor Frederick Elder said, "What do you need to keep classes going? Two yards of blackboard and a box of chalk." As a response to the fire, English professor Vernon Louis Parrington created a plan for the future development of the campus. Most of the plan was never implemented, but Parrington's suggestion for the campus core formed the basis for the North Oval. The North and South Ovals are now distinctive features of the campus.<br /><br />The campus has a distinctive architecture, with buildings designed in a unique Cherokee Gothic style. The style has many features of the Gothic era but has also mixed the designs of local Native American tribes from Oklahoma. This term was coined by the renowned American architect Frank Lloyd Wright when he visited the campus.The University has built over a dozen buildings in the Cherokee Gothic style.<br /><br />In 1907, Oklahoma entered statehood, fostering changes in the political atmosphere of the state. Up until this point, Oklahoma's Republican tendencies changed with the election of Oklahoma's first governor, the Democratic Charles N. Haskell. Since the inception of the university, different groups on campus were divided by religion. Early in the university's existence, many professors were Presbyterian, as was Boyd. Under pressure, Boyd eventually hired several Baptists and Southern Methodists. The Presbyterians and Baptists got along but the Southern Methodists conflicted with the administration. Two notable Methodists, Rev. Nathaniel Lee Linebaugh and Professor Ernest Taylor Bynum, were critics of Boyd and activists in Haskell's election campaign. When Haskell took office, he fired many of the Republicans at the university, including President Boyd.<br /><br />The campus expanded over the next several decades. By 1932, the university encompassed 167 acres (0.7 km2). Development of South Oval allowed for the southern expansion of the campus. The University built a new library on the oval's north end in 1936. Then President Bizzell was able to get the Oklahoma legislature to approve $500,000 for the new library up from their original offer of $200,000. This allowed for an even greater collection of research materials for students and faculty.<br />President Brooks' inauguration took place in front of Evans Hall in 1912.<br /><br />Like many universities, OU had a drop in enrollment during World War II. Enrollment in 1945 dropped to 3,769, from its pre–World War II high of 6,935 in 1939.<br /><br />Many infrastructure changes have occurred at the university. The southern portion of south campus in the vicinity of Constitution Avenue, still known to long-time Norman residents as 'South Base', was originally built as an annex to Naval Air Station Norman. It contained mostly single-story frame buildings used for classrooms and military housing.[24] By the late 1980s, most were severely deteriorated and were demolished in the 1990s to make room for redevelopment. The Jimmie Austin University of Oklahoma Golf Course was built as a U.S. Navy recreational facility.During World War II, OU was one of 131 colleges and universities nationally that took part in the V-12 Navy College Training Program which offered students a path to a Navy commission.<br /><br />The north campus and airfield were built in the early 1940s as Naval Air Station Norman. The station served mainly an advanced flight training mission and could handle all but the largest bombers. A large earthen mound east of Interstate 35 and north of Robinson Street, colloquially known as 'Mount Williams',was used as a gunnery (the mound has since been removed to make way for a commercial development). In the post–World War II demobilization, the university received the installation. Naval aviator's wings displayed at the entrance to the terminal commemorates this airfield's Naval past.<br /><br />After the World War, a period of rapid growth occurred on the campus and enrollment surged. By 1965, enrollment had risen over 450% to 17,268, causing housing shortages. In the mid-1960s, the administration completed construction of three new 12-story dormitories located immediately south of the South Oval. In addition to these three towers, an apartment complex was completed that housed married students, including men returning to college under the GI Bill.[29] These apartments are now Kraettli Apartments.<br />Bizzell Library sits at the heart of the university's Norman campus.<br /><br />In 1943 George Lynn Cross took over as president of the University, two years after the U.S. entered World War II. He served until 1968, 25 years later, becoming the longest-serving president in history of the university. Five presidents served in the next 25 years. In 1994, the university hired a president who has stayed longer.<br /><br />The African American Civil Rights Movement began a new era as the university began policies against racial discrimination and segregation after legal challenges and court cases outlawed discrimination. The Bizzell Memorial Library has been designated a U.S. National Historic Landmark in commemoration of the cases of G. W. McLaurin, a black man who was denied admission to graduate school in 1948. It was then state law that no school should serve both white and black students, but there were few or no separate graduate programs available for blacks. A court case effectively forced the Board of Regents to vote to admit McLaurin, but he was directed to study in a separated area within the law library and to be allowed to lunch only in a segregated area as well. The National Association for Advancement of Colored People brought the case to the U.S. Supreme court in McLaurin vs. Oklahoma State Board of Regents. In 1950, the court overturned the university's policy for segregation at the graduate school level. The case was an important precedent for the more famous and sweeping 1954 case of Brown v. Board of Education which disallowed "separate but equal" policy at all school levels.<br /><br />Since David Boren became President in 1994, the University of Oklahoma system has experienced tremendous growth, with an increase in new developments throughout including the purchase of 60 acres (0.2 km2) for OU-Tulsa, the new Gaylord Hall, Price Hall, the ExxonMobil Lawrence G. Rawl Engineering Practice Facility, Devon Energy Hall, the Wagner Student Academic Services Center, the Research and Medical Clinic, the expansions of the Fred Jones Jr. Museum of Art,and the National Weather Center.<br /><br />The class of 2013 is the largest incoming freshmen class in University of Oklahoma history with more than 4,200 students, more than 190 National Merit Scholars and more than 300 State Regents Scholars among the freshmen. The Regents targeted UCR for an annual growth rate of 6.3%, the fastest in the UC system, and anticipated 19,900 students at UCR by 2010.[28] By 1995, African American, American Indian, and Latino student enrollments accounted for 30% of the UCR student body, the highest proportion of any UC campus at the time.The 1997 implementation of Proposition 209—which banned the use of affirmative action by state agencies—reduced the ethnic diversity at the more selective UC campuses but further increased it at UCR.<br />With UCR scheduled for dramatic population growth, efforts have been made to increase its popular and academic recognition.The students voted for a fee increase to move UCR athletics into NCAA Division I standing in 1998. This complex of buildings forms what is known as the University of Minnesota Medical Center. Part of the College of Biological Sciences is housed in this area.<br /><br />Across the street from Fairview Hospital is an area known as the "Superblock". The Superblock is a four-city-block space housing four residence halls (Pioneer, Frontier, Centennial and Territorial Halls). The Superblock is one of the most popular locations for on-campus housing because it has the largest concentration of students living on campus and has a multitude of social activities between the residence halls.<br /><br />The Athletic area is directly north of the Superblock and includes four recreation/athletic facilities: the University Recreation Center, Cooke Hall, the University Fieldhouse, and the University Aquatic Center. These facilities are all connected by tunnels and skyways allowing students to use one locker-room facility. North of this complex is the TCF Bank Stadium, Williams Arena, Mariucci Arena, Ridder Arena, and the Baseline Tennis Center.<br /><br />The Gateway area, an easternmost section, is primarily office buildings instead of classrooms and lecture halls. The most prominent building is McNamara Alumni Center. North Georgia College & State University was first established as North Georgia Agricultural College in January 1873. The creation of the institution came about as the result of efforts by U.S. Congressman and Georgia Representative William P. Price. It was Price's idea to use the land script of the Morrill Land-Grant Acts to transform the old Dahlonega Mint into a college. The university's iconic Price Memorial Hall, built in honor of William P. Price, is a nationally registered historic site where the U.S. Mint once stood. The building can be recognized by its gold-covered bell tower, as a perfect reminder of the rich history of gold prospecting and mining in Dahlonega.Along with the Morrill Land-Grant Acts came the stipulation that students in land-grant colleges enroll in military training. The steady growth of North Georgia College came to a halt in the 1930s as the Great Depression devastated much of the rural South. Despite this reduction the ROTC program remained intact. North Georgia College remained a junior college throughout the Great Depression and World War II. In 1946 the Georgia Board of Regents decided to reorganize the college into a four-year school, thus giving it the capacity to grant degrees. Three years later Merritt Eldred Hoag became the president of the college. His presidency spanned twenty-one years and oversaw several substantial expansions to the institution. The construction of Lewis Hall, an additional wing to Gaillard Hall, and the four story Hoag Student Center, constructed in 1951, 1961, and 1969 respectively, enabled the college to house more than twice as many students. It was also during the Hoag administration, in 1967, that the college became racially integrated.<br /> <br /> The next great period of growth for the college occurred under the presidency of John H. Owen, from 1970 to 1992. His twenty-two year presidency, which was longer than any other President at the school, was defined by substantial increases in student enrollment, spurred by a heightening of academic standards and an increase in the caliber of the faculty. While President he worked with the ROTC Rifle Team and the science department at North Georgia College. In the beginning of Owen's term he worked to develop an alumni association for the school. The alumni association provided a huge financial boost to the North Georgia College Foundation, which provided funds for student scholarships. At the end of Owen's presidency NGC offered roughly three hundred scholarships; there were none at the beginning of his presidency.[8] The College became North Georgia College and State University in 1996, after protesting alumni ruled out a suggestion that the College be renamed North Georgia State University upon the University System of Georgia granting the College University status.
